Phase 6 implements the healthcare per-blueprint template (per docs/01-product-brief.md section 5) — same as non-healthcare plus compliance posture inline summary and PHI flow callout. Per docs/00-decisions.md Memory Bank caveat: PHI persistence uses Cloud SQL/AlloyDB, NOT Memory Bank, until Memory Bank lands on Google's HIPAA-eligible list.
